It depends on what you mean by “the noise issue”. One bit DACs have an inherent noise floor that’s higher than most PCM implementations. On the other hand they are perfectly linear which even the best PCM dacs struggle with. There are other threads around that talk about ameliorations for an unacceptably high noise floor in a given system.
