continuiation,… Yes the manual does NOT show any switches . Refers to 2 output trigger switches only.

Each switch has two vertical gold pins. The black, rectangular jumper is placed over one of the pins as the preamp comes from the factory. Lift the jumper up and move it over so that it covers both pins and push it down. If you find it difficult to grasp the jumpers easily and securely, you can use a set of small needle nose pliers.
I expect you know this, but a reminder never hurts: turn off power from the back switch before changing the jumpers.
Do I do this for both sides or just for the side that is not glowing (tube)?
You only change the voltage (jumpers 11 and 12) if you are changing from 12 V to 6 V tubes. It is unlikely that changing one of these jumpers will affect your issue of the left channel not playing, and running a tube at the wrong voltage would give you very poor sound and probably damage the tube also. But, to answer your general question: the two channels should always be kept the same – same tube type and same jumper settings.
I tried that as suggested for both sides , still the same. Guess now I have to take it in to the dealers .
