A very simple question on balanced circuit and number of vacuum tubes

I have a very simple and naive question on balanced circuit and number of vacuum tubes. Since balanced circuit is two identical circuit, one for + and the other for “-“, should the number of vacuum tubes be even number (i.e 2 or 4 vac tubes)?
If a single tube is used in a balanced (pre) amplifier, where this single tube is applied?

Most small signal tubes used in preamplifiers are dual triode tubes.
Sort of like 2 tubes in one.
