Thijs…you have wonderful gear…but perhaps ARC line pre and phone 8
because these are tubes units (I think they are tube) the current draw
on initial start up alltogether with your Hegel may be too much much
initial current draw…
Please retry powering up you Hegel first…then 1 of your ARCs then the next
one…turning on each one individually after the Hegel is fully powere on…
See how that goes for you

Yeah, my guess is a different Paul got confused with the P3 and the P12. It’s already been discussed, but the EU models have 4 outlets and all zones are regenerated.
As @RonP mentioned, I’d really try to avoid involving the P12 and a conditioner together. No matter the order you have things plugged in, you will be negating a lot of the low output impedance that the P12 offers. If it’s a must, you can plug things into the conditioner, but I would keep it completely separate from the P12. For best sound though, I would try and plug everything you can directly into the P12.

Right now I’m using the 4 outlets like this:
Amp in HC outlet.
Preamp and phono pre in the 2nd and 3rd.
The 4th one has the Isotek Sirius, my 3 sources are connected in there.
I believe that it would be more optimal to have everything in the P12. But since it has only 4 inputs I have to solve it like this.
Actually it sounds better than when I connect the Isotek Sirius directly into the wall. It really benefits from going through the P12.
Great, I like the way you have everything oriented. If having the Isotek through the P12 is helping, I certainly ain’t going to complain!!
Yes, only for the sources, it’s really helping.
But maybe one day I will climb up the ladder and go for the P15 with 9 outlets. But right now I cannot think of any improvement…sounds amazingly good like this.

I know on my P10, I use common and differential -100dB+ isolation for source devices between the P10 and the source, including my 65" Sony. Just as noise from your neighbors equipment is introduced into the line that feeds your home, because A/C, believe it or not, is a bi-directional thing, isolation from introducing noise created by switching supplies (which all my sources are) leaves only the high current devices that can take advantage of the low impedance for peaks such as amps can remain unfiltered.
Zones A, B and C are regen. Zone D says “High Current” on my P12.
Zone D still regens just like the other zones. Only difference is that it is able to handle the potential inrush current of amps better.

When I got my P12, I asked this similar question “…is the power on this Zone D - HC regenerated or just filtered?..”. I got this reply from James
“… Yes, the HC zone in the P12 is regenerated. There won’t be any negative effect on this zone. It’s exactly like the rest of the zones. Only difference is that when these zones turn on, they are designed to handle the in-rush current that amps can sometimes present when they are switched on. Other than that, they will work just as well as the other zones…”
