That sounds like an ONT from a fiber based ISP. Should convert an optical signal to copper based ethernet.

I don’t think I need to explain.
I think the “rule of thumb” is in the 10-15% range and that seems to include the bulk of the respondents so far at least. I remember, however, when I still used PranaWire power cords (2 Satori and 2 Vajra) I would sometimes exceed the cost of the component it was attached to or was at least a significant percentage. Acoustic Revive interconnects and speaker cables likewise.
I’ve downsized and downgraded my components over the years for financial reasons, but the PranaWire power cords were undoubtedly the best I ever had and made a noticeable improvement to the components whether they were modest or higher on the food chain. Acoustic Revive as well.

Around 50-70% and thinking about Sakra I’d go 100%, even more if necessary! Why? Because my ears tell me what to do. Just like the wine percentage on the bill at the restaurant, I don’t use to apply any rule… when I like to taste a champagne, if affordable to my pockets, I go for something that makes me happy! That’s my explication.
