Before I buy an Octave Record Gold SACD, will I be able to download any music files or am I locked to the player? If I am interested in being a little mobile, be it on a DAP, cell phone or computer at work, do I have to buy both the SACD as well as the digital downloads?

Each item a separate purchase
The Gold SACD and downloaded music files are separate. If what you want are the files themselves, then don’t purchase the SACD as those files are locked onto the disc. You can simple download the type of file you wish.
