You rightly point out one of the reasons foreigners find English difficult to learn: homophones such as you allude to with base/bass another would be new/knew.

Another reason it’s difficult is because it’s so irregular. Go/went/gone, eat/ate/eaten as opposed to ring/rang/rung and even there the past participle rung is a homonym.
