I have intention to buy PerfectWave PowerBase for sound quality as well as serving to my equipment that has a different voltage range than provided in my location.
Can PB act as a transformer as well? basically converting voltage?

Sorry but no. The power conditioning in the PowerBase is purely passive. Voltage in would equal voltage out.
