I have not seen any owner, other than OP, of any of the FR speaker lines saying the tweeter being too laid-back.
If the room is not heavily treated, I tend to think this is either the issue of sources or amp. The amp has a better chance to be the culprit, I believe. M700/1200 offers 30-day tryout so it is worth a try.
As he said the tweeter is only laid back at low volumes and is fine at higher volumes which indicates his other gear is fine. Changing to a Class D amp is not the solution. At lower volumes tone controls or EQ are the appropriate responses. The reason they were standard in older gear and still available from some companies.
I hope tone controls and EQ will not be the last resort. Treble laid back at low volume is interesting. Usually, bass is the issue at lower volume.

I appreciate all your feedback and it seems that the smart move for me is to move on from the FR5. Unfortunately I don’t have any EQ ability and don’t want to buy something to make that happen.
Since PSA has them on sale currently (thanks for that btw, I paid full price a couple months ago and you just dropped the resale), I’ll have to wait a bit in hopes to lessen my financial loss.
What’s your room like? Lots of thick furniture, heavy curtains, carpet?
Your room could be absorbing some of the highs you are missing.

Thank you for the offer, 4 months later. I sold my FR5s about 2 weeks after my last post in April.
Well, we have one sales employee that officially monitors the forums but I would always reach out directly and assume these messages aren’t being read by PS employees.
If you’re a domestic US customer (where we have more flexibility), I bet they would would still be open to working with you on a credit on a future purchase or something.
Anyway, I appreciate you trying the speakers even if they weren’t for you.
