PWT- 2 fuses but only 1 is actually used?

My PWT died.

2 of the 5 voltage indicator LEDs were out. Problem turned out to be an intermittent connection on a voltage regulator. Resoldering its leads on the bottom of the power supply board cured the problem.
However the fuses threw me a curve in the troubleshooting process.
It appears that one of the fuses only goes to a connector with nothing plugged into it.
I assume this connector is used on the PWD and is not required on the PWT?

That is a little ambiguous.

Are you saying that the PWT's 2 fuses are both in circuit and necessary for the operation of the unit?
Or, is the second fuse not in circuit and could be pulled out and the PWT still operate properly?
